Need list of backlink opportunities

I have a list of top 5 keywords I'd like to rank better for with my website (i'll give you the URL of my website after I accept the bid). I'm not looking for full SEO services or anything. I'm looking very narrowly for a list of websites that link to my competitors and are likely helping them rank for these top 5 keywords I'd like to rank top 3 for. So I'd simply like a list of who is linking to my competitors, and then have some metric like MozRank or similar, which allows me to find the links which are likely having the biggest impact on rankings
The output of this project should be a CSV with these columns: Competitor site URL that is outranking me, URL of the page linking to the competitor's URL, anchor text of the link, and finally the metric that shows how powerful he link is. If you'd like to propose a different, better output, you can, but please clear it with me first - otherwise please stick to the columns I just named.
I know there are lots of tools out there that do fancy competitive link building reports, so bonus points if you can include extra data, like a gap analysis that shows which sites link to multiple competitors but not me. If you have such ability, please include a short description in your bid. With the right software, this should be quite easy because I'm not asking you to build the links - I'm just asking you to show me who's linking to my competitors.
