Hello, Penguin made winter come faster these past years :) I can check your backlinks and make sure that all of them are good, I've done this multiple times with great success, the problem is that Penguin cam't be removed, not until another refresh which will probably happen next year, they don't make updates in winter. Since there was no manual action applied to the website you can't send a reconsideration request, you can clean the backinks, make onpage changes, add more content and wait, I know that this is not want you want to hear but... One client contacted me after I faild to deliver a Penguin removal and he got his lost traffic in this update. Sorry about the milestone, freelancer requests this on every bid.. I would require a download from you of your backlinks that you can get from Google Webmaster tools if you have it installed.
