Convert design to HTML on ready made script

The script is in perl, but the templating system is in HTML. The script is sibsoft xfilesharing. Everything is ready to start working. The theme has to be Fully responsive. And there is also an option to more work later on, if successful. Please bid, only if you made responsive templates from scratch in the past have a ton of experience. Also, just to make sure you actually read what I write, please PM me with only three of your best from scratch websites you made, if you send anything more then that... I will ignore your bid.
