Create on online Document Completion tool for new Clients.

I need an online tool I am calling a Welcome Wizard for onboarding new accounts to our organization. The end goal is to provide an online portal for new clients to review and submit any necessary documentation. We will host the screens in our portal. Two parts to the project: the Admin piece to view all accounts and progress, in addition to a table to pre-populate the data elements for the documents. Part two is the account facing screens where they review the documents, edit, download, or sign and submit. Please review the attached spec and provide a time and cost estimate. thank you.
