Create an old racing game animation

We are currently working on a music video to be released in February and we need a small animation to be inserted in a TV. The video must represent two cars from the 1980's racing, one of them eventually winning.

We are looking for a freelancer to design the cars, the settings, and to create the animation itself, which would consist on three different clips, including:

We need three clips:

1. 3 seconds of both cars racing. None of them is winning yet, the are tied.

2. Another 3 seconds of the cars racing. Different clip, tied again.

3. One last clip of 4 seconds, in which one of the car crosses the finish line, a "WINNER" banner shows up on screen.

Regarding the aesthetics, we are looking for something resembling old videogames like Chase HQ or Lotus Turbo Challenge. A contemporary example would be Horizon Chase, an iOS game.

The car's design should resemble the Toyota Celica XX. One of the cars must be red, the other one blue or white. The setting should be a night highway with a city in the background (see attached picture). Side elements like signs, trees or street lights can be used. Colors used must not be too saturated nor vivid.

The video size should be 640x480. An example is attached with Gran Turismo as a reference.
