Create a football betting website in php/mysql

I need a football betting site in php / mysql. On the website every week is available football games that will take place this week. The player pays an amount via Paypal, Neteller or another system and then can make bets on the results of the games this week. Every week the games are renewed and the player has to pay again to bet. For each correct prediction the player will receive points.
The structure looks like this:
1 point per hit which team won or draw
2 points for hitting the exact final score
At the end of every game of the week, the points of all players are counted and the player with the most points receives the amount corresponding to 80% of the whole amount wagered on the site this week. For example, 100 players kicked off the week, each paid $ 1 to bet, in the end the champion player will receive $ 80, ie 80% of the total. If two or more players have the same number of points they then share the prize equally.
The site should contain an admin page that is easy to use, allowing to configure the entire site and allow in particular:
-include and delete players
-include and delete week's matches
-Modify the bet amount and the percentage of the prize
-Send messages to players
-Update matches and assign results to games
-among others
The site should have a modern design, optimized for search engines and should be easy to use by users. It should also have a forum messages, translation to spanish and portuguese, must be integrated with social networks and if possible should also update the results of matches automatically, for example from sites dedicated to football.
