Build a peer to peer donation, matrix website

We are looking for talented freelancers who can build a peer to peer donation matrix program where where a participant receive double of their donation by being paid like sum by 2participants which would be paired through auto spill over. The packages should be in both local currency and also in bitcoin, participant who pay with the local currency would be paired to participant who choose local currency with like sum and same for bitcoin, The script should also have an admin panel where the referal commission can be set at least five levels which can turned on or off, ability to create manual pairing for any username, ability to set time used for payment and confirmation, ability to block and unblock username. it would also contain a user panel where participant get payment details of whom they are paying and time of payment. There would also be a space for re commitment by participant within 5days of getting help or their account would be blocked. Also a space for termination of account where participant are able to terminate their account if they no longer wish to participate in the program should be created. The developer would also be able to help to install the script on my Godaddy hosting and also add my SSl certificate. I already have a domain name and make sure it works before full payment is made.
