Custom WordPress Theme Design and Front-end Development

We operate a service for local alumni chapters that allows them to quickly launch easy-to-use and specially-tailored websites on which they share news updates and recent/upcoming events. (examples: [url removed, login to view] and [url removed, login to view] )
Currently, we offer only one layout in a variety of different school color schemes. To expand the available options, we would like a new template designed and coded using HTML, CSS and javascript. Browser compatibility should be IE8+, Safari 6 and the previous 18 months of Chrome and Firefox releases, so most HTML5 and CSS3 is acceptable.
Final design estimated to require 8 page templates- while this is for a WordPRess template, this project is only for the front-end work, so WordPress experience is not required.
A couple of our clients have requested a layout similar to what is seen on http://www.msuspartansnyc.org. The new layout should draw aesthetic inspiration from that example without being an exact copy.

-Feature general content updates
-Feature Events
-Image carousel
-Flexible spots that can feature newsletter signup forms, facebook fan box, etc if desired
-Facebook, LinkedIn and Twitter links
Event pages:
-Embedded Google Map
-Event info: name, date, time, address
-Social sharing buttons (Facebook like, tweet, etc)
-Comments
News Updates:
-Post author
-Timestamp

About Page:
-Short summary
-Up to 8 committees, each with short description
-List of Chapter Officers with avatar, short bio, website link, twitter, email address, Major/year and hometown (Officers could be on a separate page)
Document Download page
-Up to 6 categories of documents, each category with a title, document count and up to 10 documents listed
Other requirements:
-Dropdown navigation (only requires 1 level of child nav items)
-If an element is not provided (newsletter signup, twitter link, etc) the design should be accommodating and not appear to be 'missing' something
-Contact Form, including Name, Email, Phone Number, Message and Submit button
-Defined Styles for each element outlined in this style guide: [url removed, login to view]
-School-specific images need to be specified in HTML, not as background images in CSS
-CSS colors need to be declared in hexidecimal format (not RGB) and with an attempt to use a primary, secondary and tertiary color scheme. (This allows us to adapt the design to future school color schemes a bit easier)
Note: this project will be classified as "Work For Hire"
Payment will be made in 3 parts:
1) Initial deposit of 30%
2) 50% upon first delivery of HTML/CSS/JS for review
3) 20% on final project sign-off and delivery of final HTML/CSS/JS files + PSD source files
