Create a modern sleek, simple-looking one page website/must be responsive

A simple project with emphasis of modern looking design.

I want it to be simple and sleek. I am a backend developer and I have no design clues so I am not going to put too many constrains on you.

But here are the must:

-Responsive design (mobile, ipad, desktop)

-color theme should be grey white (I have no color code limit, just pick it yourself as you like) as in screenshot attached

-should support ie10+, chrome,ff,safari

No need to put any data binding or logic in the code, i will take care of it with angularjs. Yes for the expanded item you may need jquery animate effect, that is ok.

The site concept it: User comes into page. sees shared files as 0.
The he shares:
1: freetext: below the tabbed navigation there will be a designed textfield and a "Share" button. Use writes 'asdadsad' and clicks share.
The text will now appear as an item under "shared files".
2:Files: below the tabbed navigation there will be an input (type files) button and a "Share" button. User clicks on input button and selects multiple files.
When he exits file selection dialog window files names along with progress bar appears in line under each other. Then he clicks "share" and files appear under shared files.
3:Videos:Same as 2: but only 1 file can be selected
4: Other : not ready. just make it blank


Share files:
when an item is clicked it will expand beneath with an empty div.

So your job is to simply make the css, responsive html, and jquery expand animation. Dont think about the logic. For example when "share" button is clicked, you dont have to make javascript logic for that. just make dummy data for item list. btw the item list should cover the same width as the upper part. in the screenshot attached it just cover almost half of it.
