Convert Existing Dreamweaver HTML Site to Wordpress

I want to convert a web site from HTML to Wordpress.
The conversion must include conversion of all existing elements and pages into an appropriate Wordpress design. The programmer does not need to convert all existing pages IF the staff here can manage to do it. The site MUST be designed in a way that our staff can manage the site.
The GOAL of the new site is to allow administrative people to make changes to three sections of the Wordpress site, including posting and removing GALLERIES, posting and removing PRESS RELEASES, posting and editing NOTICES, and modifying the main page links and categories.
The current HTML site was done in Dreamweaver and is managed by our webmaster. The webmaster from now on will only make design changes, content will be managed by administrative staff.
We want to replicate the current design as closely as possible, but we are open to making changes to accommodate Wordpress features.
