Build an app - open to bidding

hi, i need you ti build me an application for windows which is essentially a bot. I will need to be able to put a [login to view URL] link in it and it needs to be able able to click on it and then press skip and wait on that page for 5 seconds. I will also need it to able able to either generate many different ip addresses or proxies(whichever one protects my identity) or allow me to input the proxies of ips myself. Can you do it?
