Build a Website from Wayback Archive

I'm looking for long term developer who can redevelop the sites with a new design but with the same content in the wayback archive 1. Site will have same/similar picture. 2. Each picture must have same ALT tag. 3. Each URL provided will be the exactly same. 4. Sites will have exactly same content from wayback archive. 5. location of the content on the site must be the same. All i'm looking for the different design for those sites, copy and redevelop the site with new modern design.
