Develop 4 windows on C# (preferably Blender Visual Studio)

We made a c# software that works on a serial com port, and we need to make the graphic design for that application. We need basically 4 windows, one windows our client will choose a meet, then proceed to 2 screen, one will have controls (selects and buttons) and the other one (will work separately on another monitor) will show the data coming from the comport, this screen that will work separately, will be as a chroma key, will have a solid background and display the data formatted. This separated screen will be the most important, and needs to be very pretty, we will provide examples , but the freelancer needs to be good at design, also this windows will require some animations( like 0:00 until 0:06, and like 9:40 ) . The control window, will have buttons that show or hide things from the chroma key screen. Attached some sample prints ( its really ugly and its just for an idea).
