do you know how to turn a persons picture into a avatar?

i need for a video game to turn a persons picture into a 3d avatar i would need to view all angelsof the avatar, it needs to also have the current shap of the person if the person is slim or round it needs to look relistic.

idealy this needs to be a program i can open on my computer, install the software and run it,

It also needs to be able to avatar a previously captured picture or directly from a web cam
