The model need a code to be solved First: by linearizing the cost functions, the coding should be done in CPLEX or Lingo or any other software, As linear, it necessitates to decompose the quadratic functions (provided in excel sheets, the equations are almost the same, the differences in cost functions appears in their constant values) into a group of linear function to be solved in as linear model (to find the decision variables). Second: by solving it as a non-linear by using GA, DE, Matlab,…. or any other algorithms to find a feasible solution to the model, (finding the decision variables).

I Can do what you want because i am an engineer in operational research and decision support i have many skills in optimization ,linear programming , non linear programming i can use lindo , lingo ,ampl , excel solver , microsoft solver foundation and ampl i recommend you to use microsoft solver foundation it 's a very good solver they use many algorithms that is not in the other solvers
