Design of a mobile Optical Networking equipment test lab

I wish to commission a High Level Design (HLD) including Bill of Materials (BoM - generic) for a mobile test lab for Optical Networking equipment such as legacy Nortel HDX, LH1600g etc. The assumption should be that the lab will be housed within a used 20 foot sea container. It will not actually need to be readily mobile but capable of transportation in event of an office move etc. The assumption should be that only the used shell of the container is supplied. All fit out for reasonable clean room requirements, test/repair bench(s), racking, cooling (assume external temp of 30 degrees celsius constant), relevant test and repair equipment should be included in the BoM, assume racking needs to include all requirements for burn in tests, etc. I am open to questions on clarifying scope.
