Who are we looking for?
People who speak English plus at least one of these languages:
Afrikaans
Chinese Cantonese
Chinese Mandarin
Japanese
Thai
It would be of benefit if you would know a thing or two about social media and/or have some experience using social media.
A. Initial Tasks
We need someone to create these things:
Stoplist
A stoplist is a list of filler words that are added to a language but don't have any real meaning and/or don't contribute anything useful to the text. So for english, typical stopwords would be words like 'this', 'the', 'that', 'why', 'how', 'what', etc. Also days of the weeks (monday-sunday), months of the year (January-February), count words (one, two, three, first, second, third, ...) are words we in general ignore because they don't add anything useful to our keyword analysis.
Profanity list
We don't want any offensive content to appear in our products. That's why we have a blocklist to filter out profane words, swear words and other undesired words.
Stemmer
The stemmer is a part of the system that brings back words to its stem ('banker', 'banking' and 'banks' are brought back to 'bank', for example). We don't have any stemming for Afrikaans. It's not strictly essential but can be used to improve relevancy.
For this we'd need somebody knowledgeable in the language that can inform us of the proper rules, which we'd then have to implement into a stemmer. We can skip this step initially and work with the stoplist and profanity list and see how that goes.
B. Later Task (probably)
Doing quality control. That is, are the tweets that are being displayed in the widget relevant?
C. Later Task (maybe)
Collecting social media input like Twitter, Instagram, Facebook, YouTube and Tumblr user accounts, keywords, tags and locations. The data can be collected in an Google docs spread sheet (works like excel).
It would be nice if you could be available for a web conference (Google Hangout, Skype)
We prefer if you use the freelancer time tracking system.

I fully understand your:
"stop list" requirements, for example ("is", "wat", "en", "hoe")
" Stemmer" requirements, for example ('bank', 'bankier") There is no stemmer for "banking" in Afrikaans. However I am not sure what you require with regard to "the proper rules"

Your project description looks interesting and is certainly not "run-of-the-mill". I think I can help you with the first two elements, but I do not "do" Facebook etc, so I'm out as far as the third element is concerned. I am self-taught in Afrikaans, having lived in South Africa for a total of over 40 years. I used it on a daily basis in my working environments (the gold mines), and was often approached by Afrikaans speakers to draft letters and documents for them in their own language.
