I've done something similar before for US addresses. I can provide you the solution based on RegEx, but let me advice you, if possible, use free Google map API which parses address strings very accurately. It's free if you'll have not more than 2000 requests per day. The only thing it can not extract is PO boxes, but we can add some other feature for that. So if you feel good using external post or google APIs, feel free to use me for that.

Hello, First of all about myself, I'm not extra "experienced" (as you see), but I have a master's degree in IT. Since I just starting my career on the Freelancer, I could develop this application much cheaper, because it is a big experience for me also. I made a lot of text parsing and analyzing programs, so I can handle this project for sure. Now let's discuss your problem. To extract the most priority part from a string (address) must exist some kind of priority table of what is the major (for example post code) and what less. Let me suggest it: - post code - city - street. One more thing, before parsing is must be known in which country address is, because post codes are different from one country to another. Then in case, that where is no post code available program should extract the city name. There is a problem, because the program than need cities database. If we can assume, that there will be only UK addresses, than it is possible to find some database on the internet and just use it. If you want to parse all over the world addresses, it could be a problem a will take a lot lot more time to make this database in piece.
