Create a windows application to detect Cisco CDP packets without using winpcap lib

Need a simple windows exe application created that will do the following : Listed on all interfaces for Layer 2 - CDP packets (see [login to view URL]) Encode complete packet in base64 and echo to the console Exit upon receipt of exit command The application will be spawned from a Microsoft .Net application which does not have layer 2 access thus the need for this application.
