Bulk Mailer - Needed

I'm looking for a provider of the interspire bulk mailer program. I would like access to the program to send out approx. 4mm emails accessing 100,000 credits at a time. Provide price for 100k credits using the program. YOU MUST: - Have clean, white-listed, valid, rotating IP addresses. If you can't easily rotate the IP addresses, don't bid. - Have quick communication (I should get answers to questions within a few hours (or a few minutes), not a few days). If you don't respond within a reasonable time to simple questions, don't bid. (Questions like "why is the IP being used for my emails on a blacklist?")
