Animation - Manga series

We need to animate our characters - manga series. The characters and slides are already designed by us and a sample is attached. The duration or length of each animation is 30 sec-1 minute. We have got 11 slides to animate now and we will produce more in a future, we will also provide a voice over as well(when the voice over will be ready). Will you need a voice over before you will animate it? Its not a complex animation just to make them more alive (for example photo attached: their eyes are moving, they are moving a bit, girl is clicking on a pc mouse etc) It will be a long term project if we will find someone right who can animate our manga series, we will give more work in a future as soon as we will develop more series. Please send me the examples of your work (portfolios) and if you can provide example of your work using our picture example it will be great!
