Hi, I've worked for 6+ years as a contractor and I am now expanding my business to online freelancing. Early in my career, I have created for a company an "internet connection aggregator" box to sell and install in small to medium businesses. In essence, it was creating a VPN over two other VPN for failover/redudancy and increased bandwidth. Bundled with it was a basic web interface to configure the whole system manually or let the system do its own auto-magical thing. Not exactly what you want to do, but I think it requires the same set of skills and is a good example of my abilities. And since then, I've gained a lot more experience. As for suggesting a provider, I am personally used to work with Amazon EC2. You could have a very cheap and scalable solution by using a combination of "spot" instances and "reserved" instances.
