Complete the following problem question. You’re expected to type your responses in 12 font double space. Cite references at end of the question. Be sure to reference quotes, statistics, etc. as necessary. The question should have a minimum of three references (studies, articles, etc.), of which one reference should be from one of the major texts used in the ethics course. Remember the answer require facts and references not just opinion. The page length will vary with the answer.
Before you respond to the problem question, in a paragraph or two offer a definition of ethics and make a distinction between unethical and illegal behavior. In addition, explain three major ethical theories of your choosing from any source (the theories may or may not relate to the following problem question).
Problem Question:
Mr. Jones is a contract supervisor for the city of Athens. He has just accepted this position after being a management analyst with another city. Prior to his employment with Athens, he and his spouse have occasionally dined out with the family of a prominent owner of a construction company. They belong to the same country club and occasionally play golf together. They have become close friends. In Jones’s new position with Athens, an “objective” review panel recently awarded a contract to a construction firm for a major city project. The project was awarded prior to Jones arrival, and he was not a member of the selection panel. However, the City Manager assigned Jones to oversee the contract, which involves distributing funds, and increasing funding if necessary. When he received the papers describing the contract, he noticed that his friend was the owner of the contracting company. Jones and his contractor friend agree to keep their friendship a secret, even though the contractor admitted to Jones that he was aware that Jones was will soon be accepting a job with the city of Athens ( The contractor submitted his bid just after Jones accepted his new job). Jones believes he is ethical, objective and businesslike, and under no obligation to say anything to the City Manager about his relationship with the Contractor.
Offer a solution to this problem. Be sure to include in your answer the following: Is this ethical? Why or why not? If so, who has the ethical problem? What are the potential implications? What should be done to resolve the problem? You may incorporate any ethical theories/ concepts, etc. from your ethics course or other relevant sources. Be sure to cite your sources.
