When handing projects with very faded, torn, and/or blurry images, I use a blend of artistic skills (to recreate what I believe was originally there in the image) and technical skills (to make those changes as seamless as I can). There are some of the most challenging edits as the original info is gone, but with the method used above, my clients very pleased with the result.
