Need dns spoofing setup on win 2k3

Hello, I need a solution so that when i enter one particular website on the browser it should resolve to the ip i choose, this wont be a domain i own , so DNS must be spoofed on particular windows server only , this is being done to by pass certain http referrer protections , if you have a alternate solution that works , its welcome. MAx budget: 30$ only as its simple for a person with right knowledge.
