Lowest Bid Wins (PC and Steam Gift Cards)

This site will be a place where users can bid bid on 3 different gift cards for the Steam client. Which is a video game platform. It will auction of $20 $50 and $100 Steam Wallet credit. Which the code will be sent to the winner by a private message through the website. I will also auction off 1 PC of my choice To bid on items, a customer should first sign up with a nickname and password. It will cost $5 to sign up in which the customer will get his first 25 tokens. The tokens are what is used to bid on the items. Each item will have a certain amount of tokens required to use to bid. When a customer bids on an item, he will get 10 choices of a price to pay on the item if he/she is the winner. The lowest unique price is the winner. That means who ever bid the lowest price that no one else chose is who will be the winner of the prize. Example. You have 4 bidders. 2 bidders chose $.01 on a prize. 1 bidder chose $.02, and the last bidder chose $.03 Even though it is a higher price than the 2 bidders that bid $.01, the bidder that bid $.02 is the winner because it is the lowest unique bid. Paypal will be the only choice of payment, for sign up, and to purchase more tokens and the invoice for the prize won. Invoice sent through a private message from myself to the customer that won. During sign up, there should be a field for "referral" They can put the nickname of a customer that referred them to the site. The referral should receive 4 free tokens after payment is complete from the customer that signed up. Pages to be on the site. "Live Auctions" <- should be main page when person visits site. "Purchase More Tokens" <- prompts customer to login or sign up if he/she is not already. "How it works" (Brief instructions on bidding/winning prizes) "FAQS" (few common questions users may have) "Testimonials" (from winners.. I will send them a link that takes them to a page that they can write up a small testimony of their experience) "My Account" <- on this page it should ask them to sign in if they are not or sign up if they are not registered. Once they are logged in, the page should show how many tokens the user has, an inbox, sent, and received for private messages from and to the administrator (me). When looking at their inbox, their should be an option that says "open ticket" this will allow the customer to send a pm (private message to the administrator of the site) Person who is awarded this project needs to be able to complete this from scratch. Front end, back end, choosing the web host, layout, etc... setting up easy access for me to use. Color scheme should resemble [login to view URL] There will be a max amount of bidders that I will choose for each prize along with a token use requirement for each bid. After max has reached, the system should be able to automatically choose the winner and send me a message so that I can send them a Paypal invoice and the prize they won. It should also send a auto generated message congratulating them on the winning the prize and that it will be sent to you within 5 business days or less. Only the gift card auctions should be auto relisted. The PC should wait for me to manually relist it. You also need to work with me through the whole process and continue until I am satisfied.
