adjust webpage into frames (5 stars) -- 2

Have a webpage and here is my public git location (no content change). Just make 3 frames top, right, center using the existing content, there is no content change, but check should the same or perhaps better. HTML tags and frames; please share your end result (or effort), so I can know if you are the best for the project? I should be able to change [login to view URL] or [login to view URL] or [login to view URL] as I choose if they are the same size.
