add more feature in magneto website

details: now the website is only shipping to 1 city Which is Riyadh- I want to be able to ship to more than one city and be able to mange that from the admin ( be able to add or remove ) also need to manage shipping fees per city - each city has its own shipping cost- also must keep in mind the products: some products are only availbe in certain cities not all- so when someone add a product from one city and want to ship it to another city must give them a restric and show a message asking to remove them or change the city - also the site has a pop out at the begging (asking vistors to chose their cities) activate that and only show porducts in the chosen city Add / Delete Cities In the start city Pop should will come . I need to store it when some one lands on the first page - The check out has allot customized already : customer can now select their time and date of delivery - so need to keep that in mind and make sure we can still assign from the admin the time and date and also shipment ( delivery fees) per city- this is very important to be able to make admin be abel to assign the shipment fee per city - so if you select riaydh shipment will be 30 rials but if you want to ship it to Jeddah shipment will be 50 and so on- so admin can add or remove the cities that can be delivered to and assign the shipping fee per city and also the time and date of delivery. Then need a facility in the ADMIN where when you adding a PRODUCT you should be able to select the cities it will be delivered to. For EG: Riyadh and product name is godiva chocolate. * Also have an issue with the Data not staying and showing at the back end for admin - because when a customer type their message in check out ( at the gift preparation box) - some messages dont show on the admin side and if it did it dosent stay there- and it should- sometimes it shows and sometimes it dosent- NEED THIS SORTED FIRST if he can speak arabic this will be awsome
