Responsive Webdesign with Photoshop, HTML, CSS

We need to develop a new website with responsive design for three different screen widths:
- > 650px (desktop version)
- < 650px
- < 350px
We will deliver the PSD-files for the desktop version of the website and would like the freelancer to develop the designs for the other two screen sizes (in PSD as well). Of course the other two versions shall look nearly the same and shall be flexible concerning the screen width. So the version “< 650px” shall work for screens with a width from 350px till 650px.
After a short checkup from our side the PSD-files shall be converted into XHTML / CSS. The HTML must be perfectly SEO optimized.
Attached to this job description you can find the design guideline. The PSD-files will follow.
In a first step two pages (the start pages of two areas of the website) shall be developed. After finishing these pages properly, further nine pages will follow.
