Hello. Let me give you a little orientation. first, I would like to say you if someone offered a low rate is because that person has not idea what to do this. This is a complicated process, is not easy and the artist will have to have so much experience in a lot of areas. 1- modelling = After modelling is important to know the topology of loops 2- texturing = a correct uv is important to get a nice texture and if you want a nice texture also you will have to be a very good drawer. 3- Rigging = of course this is a very complicated process and you must know animation or to have a lot of experience to build a correct rigging. 4- skinning = good knows why you have to have patience for this for a perfect result 5- Animation= well, this is the most complicated area of 3d. If you are a master in other process and the animation is bad, everything will be a shit 6- shadding, lighting and rendering= This is like drawing, a hard work doing details and trying to get a perfect color and material a lot of things more than compositing, etc. I am an expert in each process, please do not waste your time in losers.
