Hi, so to make clear, you want to make a 3d anime with original characters and storyline. Budget is pretty low for such a project, but check my portfolio, and if you can increase your budget a little, we might be able to work something out. The most simplest anime style that can be used is seen in the following anime "kill me baby". It has limited characters with funny storyline. ;) Thanks for your time.
