Creating MSI installation file for exe and giving training

We have created a Java application

sample code is at :

We need someone to create an installation file which will do following ,

[login to view URL] or upgrade java env required

[login to view URL] install chrome

[login to view URL] Postgres DB silently also to create DB with name given and user name password given

[login to view URL] the application on the machine to run as local host

[login to view URL] shortcut in startup

[login to view URL] the process into exclusion list of antivirus

[login to view URL] batch file that will open chrome with application link in full screen mode by disabling right click.

please discuss more on this .

We will also need training for this as we will be able to create as on need basis for new version
