Machine Learning project report (No coding involved)

Need an expert Python coder with machine learning experience, especially on unsupervised hierarchical clustering to write a detail report on 200 lines of code that I will provide. It is important that every line of the code is briefly explained. It should also answer few questions that have in addition to that. Need it done asap.
