Cell-Phone Verification

I'm looking for someone to code a custom program that will allow me to verify cell-phone numbers. I need to verify if they are Cell phones or land-lines and if which phone numbers are active in good numbers. I need to also verify what carrier the phone service is of each phone number. There are a few websites that will allow you to verify up to 25 numbers at a time. However, I need to do this in bulk. I need to verify over 800k phone numbers. Can you create a program that will allow me to do this? Also, this is time sensitive. Will need this done in a week or less. Please let me know if you can do this project?
