write billing platform software

Write an MVNO (mobile virtual network) billing platform / software. We have a mobile virtual network operator (MVNO). Taking CDR (simple text/csv) files every 30 mins from a mobile network supplier, we need to import the data showing call, sms and data usage. This data will then need to be integrated to a billing platform to charge our mobile phone users . The software will need to work for customers to access their bills online and view their account . 1) CDR files will contain a variety of data and then need to be imported automatically and allocated for each user via mobile phone number 2) we will need to be able to set up pricing for usage so the customers are charged the correct pricing 3) we need to install high usage indicators and notifications to admin on the billing platform 4) the software must be scalable to work with a website for account access 5) we will advertise different mobile plans to customers, so the billing platform must work in symmetry with this and allow customers and admin to adjusts certain things that admin specifies 6) there will need to be automated import and billing features 7) please confirm, that you read the project description: your comment must start with the following word: kowabunga 8) the software must be adaptable and work with mobile apps in the future Please indicate, if you plan to develop this software from scratch, or use any existing platform with customizations.
