Wordpress Theme/ & Website - MUST BE MOBILE RESPONSIVE - Has to be ASP.net & Absent of Java Script

I am specifically looking to build a mobile/ mobile responsive Wordpress website. I am looking for an original THEME/ Wordpress website. No theme because I need the site to have no trace of javascript and to be built on ASP.NET Can you create a Mobile/ mobile responsive Wordpress site/theme ABSENT OF Javascript on ASP.Net (those are must’s). Ideally the website will be mobile only and eventually we can build a separate Desktop site. It is VERY important the the website has no trace of Javascript More details: Role: Please note that this is project based. We are not looking to hire based on a determined amount of a hours per week or month. But we ideally want this project done as soon as possible. The site that we wish to develop is strictly a mobile responsive website but ideally if we can build a desktop version in the future that would be great if that is possible. We would like to make URL usability interface with HIDE including content development and use of “Wordpress”. Consultant will perform usability testing and complete a comprehensive report with recommendations. Client is looking for a Web Developer with strong design skills to vet recommendations and execute appropriate solutions to address user experience issues. The successful candidate will be expected to propose design specifications to the user interface, screen flow, navigation, and workflow. Note: I will be providing a workflow and wireframe for the website. This will involve design of specific elements on pages. In summary, we are looking for a candidate who has excellent application development skills, as well, as strong usability / user interface skills.
