I have experience with Twilio to send automated message to mobile phones using PHP. I presume your application is in PHP MYSQL. I also need to know if the data regarding the balances of payments made , and total amount payable and such details are already available in the tables. One or two screens can be developed for this and MYSQL tables if required. The PHP job can be run daily to check and mail the defaulting customers.
