Making a Custom WordPress Theme

We are looking to create a new WordPress theme to meet the following criteria. You can find WordPress our blog here - [login to view URL] What we are looking for? 1. All the Google Page Speed factors related to Layout / HTML / JS & CSS should match. 2. In the Google page speed criteria, First Contentful Paint (FCP) should be less than 1 second. 3. In the Google page speed criteria, Time to Interactive should be less than 3 seconds 4. In the Google page speed criteria, all the images should be used in nextgen format (e.g., JPEG 2000, JPEG XR, and WebP) 5. Code to text ratio should be greater than 50% 6. In the Google page speed criteria, DOM element size should be less than 1500. Design wise - 7. The current layout should remain same, but, we're open for a minor variations. More or less, the current layout should remain same. 8. We've side bar in many blog posts. For example, [login to view URL] . The functionality should remain the same. 9. We will perform Google page speed test for this blog post - [login to view URL] All the above criteria plus minimum 70% page speed in Mobile and 90%+ page speed in Desktop version is necessary.
