Listen, I have tried t hire 3 people and they literally tell me that will do what I need but then they never show up to do the work literally do not do the work at all

I need:

Someone who will work by the hour. SOmeone who will use freelancer for screen shots. I need someone who will understand that after all the stuff I been through with this project I will not milestone any type of payment until some work has been done. You can look at my profile and see I pay and pay well and on time. I just can not risk having to upload money ot freelancer only to have the person not show up to work.
