Interactive SVG map - Joomla website

I have SVG map for a country with states/regions and a form submitted everyday by different users. each user from different state. so basically what I need that each user submit the form on that day the state/region turn into blue and if it goes more than 24hrs without submission it goes red. the svg map is displayed on home page of joomla website .. so each time someone open the home page the data load from database check last submission of each user against thier region and give it the appropriate color. I user sourcerer plugin in joomla 1-Basically, I am using breezingforms plugin with joomla for data entry. 2-different regions(areas/states) submit these 1 form on daily basis 3-SVG map of the country is on the HOME PAGE. 4- so whoever doesn't submit the form for more than 24 hrs. the area from which he posted should change in color from blue to RED 5- if he submitted his daily from on time then that area of the SVG map should change back to Blue. I have joomla installation ready with ftp access to that installation and database copy identiical to the one connected to the online joomla so Please if you understand what you read and competent of doing it then apply. otherwise please give the chance to someone else who can do it.
