Installment Plan Merchant API, In-store API & Mobile Apps

Installment plan system for consumers to instantly purchase items at retail stores (in-store), online or on mobile (these would be retail partners) up to a certain dollar value (TBD). Consumers make repayments (via CC, or Debit Card) over a 4 week period (4 x weekly payments) with no additional cost to them. Retailers pay a monthly subscription fee and a % of the transaction value. In store consumers open app and an approval barcode or QR code is provided for the retailer to scan and after confirmation shows the transaction has been paid via us (company) minus the % commission (TBD) to the retailer. A similar system (maybe with a unique ID/key code) would be used for on-line transactions. Consumers download app or create an account online providing personal, identification and repayment (CC/debit card) information, after their account/information has been approved and verified they are notified and able to use the system. I'm looking for an installment plan merchant API, in-store API & mobile apps (IOS, Android) that is flexible, customizable and 100% manageable (CMS) and secure/encrypted to consumers/retailers protection. I am also looking for a plug-in (integration) for online retailers website to show our (company) payment structure for consumers to get info, see calculated repayments (for each unique product/price) & select as a payment type. This would also show our company logo and link to T&C's and other info as needed. I am also needing this to be flexible for 2 currencies (US/CAN) for retailers in USA and Canada. I would also like a reporting system showing transactions and additional analytical data for Admin and retail partners to login to and download (dashboard, users, transactions, reporting, download etc...) I would like each retail partner to be able to have multiple stores under one account and an Account Manager (AM) to oversee/manage retailer (AM would have access to reports or similar, overseen by Admin) this would also be used to track, calculate sales and commissions of AM etc.
