Implement a reviews/ star ratings rich snippet meta code for a webpage

We need to implement a review snippet which contains the number of reviews and star rating information. e.g. is shown here: [login to view URL] This is another example where the site uses google+ for the rich snippets: [login to view URL] But as you can see it all says 51 votes due to the google plus, and we do not want this. Please let me know if the page is required to be in wordpress or if you can also implement this on a basic html/php page? Please do not bid on this if you have not implemented something similar before, and I would prefer advanced developers only. I am offering a budget of $300 for this small project because it seems some developers are unable to apply logic as to how this works. Ideally, the developer will need to implement something similar as shown in the attachment on their own website, then we will migrate the code onto our website. The waiting process can take 1-3 weeks for google to index it.

I will build a voting system and then will update the site for this so that when google crawl the site then it will take care about the Reviews.
