Ethereum Smart Contract

I wrote a smart contract, I tried testing on Kovan testnet and getting 3 errors so I am stuck and basically gave up on it. 1) This is all I need: We are releasing an ICO so I need people to be able to send ETH to the contract and get our ERC-20 coin in return. 2) We want 2 Billion coins minted, 1 billion for the crowdsale (we keep 1B in storage) 3) We need to be able to have ETH addresses of all of our token holders as every 3 months, they get x amount of tokens based on performance of the coin. (this part seems to be causing issues. I know Ethereum can allow contract owner to see all token holder addresses and amounts) 4) Would be nice if the contract would auto disperse tokens as a dividend every 3 months or xxx blocks to token holders based on their tokens held in their ethereum wallet. I don't want to waste your time. I have the funds ready to go upon completion. If you want to go over the project, and ideas/get a better grasp at what we are doing, let me know. We have 2 more projects coming up that are already funded. Just trying to find someone who can do this.
