P2P Donation Script with both auto-matching and Manual Matching functionality

I want a P2P donation Script for participants to PH and GH. The Script should be designed or modified to meet my criteria below: 1. Both auto-matching and Manual Matching functionality 2. Sign Up form must include only Mobile Money Name, Mobile Money Number, Country(only Ghana) Region and Town (Dropdown to populate Regions and upon regions brings Towns to select from), Upload Passport Picture, Upload Any National ID, Referral Name, Referral Telephone Number, I agree to Terms and Conditions - Terms and conditions must be a small popup with the Rules and Rules must be read before the check box can be active ( ALL FIELDS MUST BE COMPULSORY) 3. Mobile Verification to make sure No Mobile money Number register Twice 4. I want participants to pay Transaction fee instead of Downtime Payment for every transaction and Transaction fee must me matched to only Admin account so that Admin can confirm transaction fees after Payment. 4. There must be SMS notification to prompt Participants if they get match to PH or GH. Example, You are to receive ₵ 100 FROM John Smith with Mobile Money number 0270000001 and Like if Participants are to PH. 5. There must be SMS notification to the sender if the receiver Confirms payment of money 6. I need Hubtel SMS API and [login to view URL] free Chatting API for all SMS and Communications 7. Participants must Know details of the people the have referred and their Status whether they are on PH, GH, Banned 8. The system should automatically Recycle and provide Help if a participant dont provide help after 5 hours. 9. I need Recommitment Feature in it I look forward to accept advice from the developer as well of which feature needs to be added or what will make my work better.
