Developer/Designer needed to create a responsive SAAS PHP website, This will be a custom PHP site.

There will be approximately 16-20 pages total (depending on how you build it), plus a few popups confirming actions. This will be a custom PhP build. There will be a database or two on the backend; one will be a user/subscriber database. The other will contain data created. Both databases need to be highly secure. There will need to be a signup page, with email double opt-in. The website will have a secure section that only signed-in users can see. The website will create a six-digit account number for each user. The first customer number will be 210342. Each service product will have a unique 3-digit code. When combined with the product number, each purchase will have a unique 9-digit number. There will be a dashboard with account management features. Users can delete their accounts by selecting delete account. There is one page 5 question interview that feeds a second page that summarizes the questions. The website will have a print dialog to print a one-page form output. We expect a VERY high qualify responsive website. We expect you to have significant PHP experience building e-commerce SAAS websites. Payment will be made upon the successful completion of the project. We will not deviate from this. (The project will of course be funded and payment placed in escrow.) Pages Needed: Homepage. Service Product Detail Page(s). This depends on how you design it. It could be one page or multiple pages. We have mockups of many pages. However, they are not very good. You will make suggestions on a few different designs. We have some examples of pages we like, but once we agree on the general design, you will have a lot of freedom. This is a new site. No refunds allowed. There is only one vendor. This is a service, no shipping needed. There are approximately 40 certifications with detailed explanations. Here is the process: This is a certification site. We have approximately 40 certificates. A person goes to our site. They create an account, double opt-in. They select a certification they are interested in. They pay for the certification. They take a 5-question survey. They can review their answers. They hit submit. If they score high enough, they are certified. If they are certified, they can print a certificate or save it as a PDF. Once certified, they can give others their name and certification number to verify their certification. A third party can enter their certification by entering their name and certification number. Budget is a key component, but not necessarily the only factor. The highest bids will likely be ignored. Placeholder bids will be ignored. Bids including milestone payments will be ignored. Payment will be made at the end of the project.
