Develope a translation based website in Wordpress

Hi, I'm looking for skilled & experienced Wordpress & php developer who can work with me to get done a Wordpress website. The website will in Arabic (RTL) based, and the core feature is translation which translator (2nd user) can translate from its dashboard with dictionary support. So the ideal candidate must have extensive experience with Wordpress theme & plugin development. For more information and making picture clear to yourself please review attached document in detail. The ideal candidate will work with me. I'll take care of Design & Wordpress conversion part, your role is to add translation feature according to the document (attached), and ofcourse I'll go along with you as well for that part.
