converting excel spreadsheet into website

I have read details. I understand that you need to create a web-based system which will take inspiration from an existing application built using excel sheets. It appears that the system enables you to store cars data, edit these and output reports in excel right now. In the web version, you want to create admin roles, have the ability manage data and do reporting using PDF layouts. However, I dont have that excel sheet to have full information. These are just my thoughts based upon the description you have given. I will be happy to review the excel sheet which you have.
