Consulting Only: Online Dashboard with Android App

I am looking for a 20-60 minutes chat consulting session for orientation only. During this time you will answer the questions on the bottom of this page and hopefully have some samples, pictures, links, services, etc, etc. to share with me. You may have time write or prepare your answers and then chat when you are ready on another day. I want to start by building a website and an android app. On the website and android app I need to build a clean and reliable Dashboard where my customer will request quotes using zip codes or city names. I would quote them manually and the amount should appear there, then will have to "agree" on the price I provide in order to complete the work order. I would like to be able to communicate with customer from the dashboard after submitting the request of the quote. At this point customer should be able to type the picking up address, destination address and the description of the load, etc, etc. to create a work order. This will then let customer pay there or let them pay latter. They should have a printable version of the work order and letting them print it. I want all this to be done in an android app and on a web browser in a clean and easy user interface. On my end of the dashboard I would like to be able to communicate with customer and keep track of all my orders. I would like to be able to complete their profile info too. I would like to have printable versions of all my work orders. I would like to also have daily automatic back ups for just in case. I need advice in general and needs to write in understandable English. What is the best programming language for this job and why? What is the best and cheap hosting service for this job and prices. What kind of maintenance will I need to perform each day, week, month? What skills does the professional freelancer I am hiring needs to know? Does this professional should have knowledge on how to build both android apps and this dashboard? Thanks for reading and your time.
