Build a website which requires an API to buy and sell Number Plates (UK)

Please read carefully before bidding for this job. We have had a lot of timewasters and the previous developer failed to do the job properly. We need someone with API experience to get this done correctly.

We need to build a website which allows users to purchase our stock registration plates but also an API function which displays all the Registration plates available to buy from the DVLA (driver and vehicle licencing agency).

The website should also allow users to advertise/sell their registrations (similar to Gumtree platform)

I have attached an excel document briefly showing the layout of how we want the website.

We are looking for Laravel or Symfony developer.

Plus point if developer has PosgreSQL knowledge.

We want to build a simple website but API stuff returning millions of data so we need person and system to better handle it.

We have already api code ready, which returns around 50 Million data of number plates. (Just 4 columns of data)
