I have explored crypto arbitrage myself so I understand what you are after. This will need a programming project with all the APIs from the target exchanges, I believe I have the skills to take the project succesfully

I have made several API connections with Python including Poloniex and Bittrex for monitoring cryptos and issuing orders. I'm sure I'll be able to help you and I'll be glad to.
